Callaway says the Chrome Soft is “Better for the best. Better for everyone.” I’m a big fan of the Chrome Soft lineup (Chrome Soft X for me) and you can use their golf ball selector tool to find out which ball would be the best fit for you.

I was going to say, the best ball for any golfer is the best ball for them. That takes into account performance characteristics and budget.

I'm not terribly concerned with distance. I need something that will minimize the damage of my miss-hits more than anything else. I prefer a softer ball when putting but I would like at least some spin.
I don't want to pay ProV1 prices. I'd like to keep it at $30 or less

One's hdcp does not necessarily translate to a ball. If your price point is $30/doz I'd be looking Callaway Supersoft, Srixon Q-star or Bridgestone E6

Pretty sure our local places have last year's Q Star Tour on sale for about $27.99. That's a real good price for a urethane ball that feels nice. It's a good one.

I spent a lot of rounds with these 3 last year and they are all great...
I'm down to the Supersoft and the Q-Star for myself but leaning pretty hard towards the Supersoft based on the feel for me around the green and putting.

It's a little above your budget, but for $35/dozen (or less if you can find it on sale), you can get the Srixon Q Star Tour. I've been playing it for awhile and it's a fantastic ball at a very reasonable price. Good spin on approaches and around the greens, soft off the putter, and distance has been good for me. I've been trying different balls, but keep coming back to the QST. Just a great all-around ball.

I would suggest the Taylomade Tour Response. Quality 3pc urethane, comes in white, yellow and striped. $43 a dozen. Great durability.

In that price range, I'd recommend Callaway Supersoft, Bridgestone e12 Contact or Srixon Q Star Tour. They're all softer while putting, the Supersoft and e12 are both really good straight balls.

Been playing the Vice Pro Soft for about a year and love them. About $25 a dozen and from my research, one of the most consistent balls out there.

What's important to you?
1) feel off the putter? soft or do you prefer a click?
2) short game performance around the green? Do you need your wedge shots to check or run?
3) feel off your irons? Do you prefer soft or firm?
4) durability - how long does the cover last before it bothers you?
I've noticed that driver spin numbers don't really change that much between balls. They're within a couple hundred rpm for "distance" and "premium".
I've played Callaway Chromesoft, Srixon Z-Star, Srixon Q-Star Tour, and Srixon Q-Star Tour Divide. I will say this - Do Not Get the Q-Star Tour Divide in Blue and Yellow because if it lands blue side up in the rough you'll never find the ball. This said I play the Q-Star Tour and Q-Star Tour Divide in Yellow/Orange

This. But instead of ordering just the pro soft, order some tours and some drives. You'll be way under 30 bucks a dozen, and you'll have 3 different styles to choose from. See which work for you and feel best for you. I wound up having the drive as my favorite ball, and I wasn't expecting that. I wound up loving the soft feel and found out that spin is not something I actually like very much when I did the side by side testing. I'm a 4, but as many have said, handicap doesn't really translate to ball you will prefer. Don't lock in on a single type of ball until you've given several a legitimate shot to wind up in your bag. You may wind up not staying with vice, but this brand allows you to experiment with several categories of balls without breaking the bank.

I play the Snell MTB black and I’m also going to try Maxfli Tour and Tour X this season, as alternatives. They all seem to be in that price range…

If you want to stay under $30, I’ll throw out the Srixon Soft Feel ball. At $23/doz., good bang for your buck and come in different colors.

The best value golf balls that exist in my personal opinion are mint 2019 Pro V1's from lostgolfballs.com, they almost always have a coupon code for 15% off and you're looking at at around $25 bucks a dozen especially if you're willing to buy 3 dozen worth which will get you free shipping.
I recently switched to Callaway Chrome Soft Triple Tracks because I love the alignment line to go with my triple track putter, but both the balls feel very similar to me at about a 17 hdcp. The triple tracks will run ya about $8 more a dozen on there though. At a mid handicapper though you shouldnt' be losing a ton of balls unless your just playing really tough courses. I bought a bucket of 48 and I've had them for months.

That price point is pretty much going to keep you 2-piece balls, old model closeouts or used balls. The price of balls has shifted with mainstream 2-piece models like the Callaway Supersoft and Srixon Soft feel now at $25.
Most new 3-piece balls mid tier balls are going to run $35-$45.
I've played some really good golf with the Callaway Supersoft...and always wonder why I think it's holding me back. As others have said, you can hit up Lostgolfballs.com and get used balls for that price point that perform pretty much like new. Or go for an old model that's being closed out. Or if you're willing to spend a bit more something mid-tier would work.
Balls are so personal. Every ball out there is a good fit for somebody. It's really hard to tell someone what's a good fit for them. I liked using LGB to try to different balls then purchase new the ones that I liked.
